Description
I want to focus on the need to pay attention to unintended and potentially devastating consequences that can arise from even the most wellintentioned advocacy when advocates fail to anticipate systemic bias based on race, gender, and sexual orientation in systems that “serve” youth. I will discuss two examples—the surge in incarceration rates of young women due in significant part to an unintended consequence of a provision in the Violence Against Women Act; and the surge in school-based arrests of youth of color and LGBT youth due to “zero tolerance” anti-harassment policies.
