Description

I want to focus on the need to pay attention to unintended and potentially devastating consequences that can arise from even the most well­intentioned advocacy when advocates fail to anticipate systemic bias based on race, gender, and sexual orientation in systems that “serve” youth. I will discuss two examples—the surge in incarceration rates of young women due in significant part to an unintended consequence of a provision in the Violence Against Women Act; and the surge in school-based arrests of youth of color and LGBT youth due to “zero tolerance” anti-harassment policies.
