The level of legal protection for interactions between parties of environmental protection is an important indicator for evaluating the levels of development of environmental protection and environmental legal system. This paper proposes and elaborates the concept of “interactions between parties of environmental protection”, introduces experience and lessons of other countries on this regard, elaborates the reasons and principles for environmental regulation and supervision, and provides with readers a useful methodology for observing political process of environmental protection.
